The Actor File
KAZADI
DRC's deputy prime minister Peter Kazadi told reporters in Kinshasa that Joseph Kabila is poised to take the head of a branch of the rebellion, and that the government will respond with "proportional resistance." Opposition figure Seth Kikuni called the former president's latest speech a final warning, while former foreign minister Léonard She Okitundu launched a new coalition, Dynamique 52, to press for formal condemnation of M23 and Rwanda over the occupation of national territory. The war of words has a number attached to it now too: finance minister Doudou Fwamba used a press conference to defend the sustainability of a public debt that has reached 18.55 billion dollars, after Kabila accused the state of letting debt "explode." None of this has yet touched a tonne of cobalt or copper moving east, but a rebellion with a named leader is a different category of risk from an insurgency without one.
BPC
The Belarusian Potash Company has landed its first US-bound cargo in four years, a quiet reopening of a corridor that sanctions had shut since 2022. No tonnage figure has been published yet, but the symbolism matters more than the first boatload: if the US market will take BPC product again, it resets one more input into where global potash trades relative to Saskatchewan and the Gulf. Separately, the European Commission has confirmed the 50 million tonne annual threshold for CBAM, the carbon border rule that will eventually touch ammonia and urea cargoes moving into the bloc.
HICHILEMA
Zambia's president has ordered that all government institutions buy only electric vehicles going forward, framing it alongside the restoration of fuel duty and a push toward cost-reflective ERB pricing at the pump. It is a small fleet order in isolation, but it lands the same week Hichilema told parliament that corruption among civil servants and MPs would no longer be tolerated "on your own" terms, a signal that the fuel subsidy conversation in Lusaka is not finished.
CLOUDFLARE
Cloudflare rolled out Clef-omni, a new decision model in its Clef family that processes audio, video, image and text in one pipeline, alongside a Clef that runs roughly twice as fast and a Clef-flash now priced below rival small models. The same week, Deno confirmed it is joining Cloudflare outright, folding its open-source Durable-Objects-style runtime work into the platform rather than competing with it. Separately, Anthropic's Claude Managed Agents moved its dynamic multi-agent orchestration into public beta: in an internal test, a single agent found between 14 and 27 of 70 bugs planted in a 116,000-line codebase, while a full orchestrated workflow found 66 of them in each of three runs.
