The two of them turned soil in Lamu County on a refinery costed at $16bn and designed to run 700,000 barrels a day once complete, a build the sponsors put at 40 months. For scale: that is a single plant sized above the whole of East Africa's current product demand, which means the project is an export proposition from day one, aimed at the same Indian Ocean basin that Jamnagar and Ruwais already serve. Forty months is the number worth writing down, because Lekki's schedule slipped by years and every month of slippage is another month of Kenya importing gasoil at whatever Mombasa's OTS tender prints. Lamu also needs a crude supply line it does not yet have, a jetty programme, and the Lamu port rail and road links that have been promised since 2012.
Whoever books the diesel berths at Novorossiysk
Nobody did, for the first time on record: Russian diesel exports through the Black Sea fell to zero, the consequence of a refinery outage run and the drone campaign against export infrastructure. The screens read it as supply arriving from somewhere else: Hormuz throughput is back at pre-war volumes, ULSD dropped 3.5% in a session to 4.5865 USD/gal (1,436 USD/t) and Brent gave up 4.2% to 100.86 USD/bbl. East African gasoil buyers who held off in September have their window.

DEC investigators raided premises at 9 Miles and Makeni and say they found a plant manufacturing counterfeit fertiliser for the Zambian season now opening. Counterfeit NPK in the Copperbelt smallholder channel is a recurring October story, and it lands in the same week Sino Xinyuan reported copper production down more than 20% and the Association of Mine Suppliers accused foreign firms of restructuring shareholdings to dodge local content rules. President Hichilema came home from the UAE with $2.1bn of investment commitments to put against all of it.
The ICE October sugar contract, on expiry
It went off the board and the new front month ran: raw sugar settled 8.4% higher at 18.92 USc/lb, roughly 417 USD/t, the sharpest single-day move on the board this week. Indian physical tells a calmer story, with domestic prices steady to weak on a larger October release quota and the Nanded division alone projecting 13.6m tonnes of cane crush for 2026-27. Watch whether Maharashtra's shortening crush season, which the state has now ordered a formal study of, trims that.
BASF's board
Ludwigshafen is weighing a bid for Evonik, which would fold Germany's largest specialty chemicals independent into its biggest commodity chemicals house. The trade read is on feedstock and distribution rather than on the product books, and it arrives alongside a smaller deal in the same plumbing: Sojitz's Solvadis has taken 100% of Citis SAS and Citis Forming in France from PLF Ressources, extending a sulphur and commodity chemicals distribution footprint across Western Europe.
